The main subject of research, results of which are published in this book are public and state administration and the legal basis of their work. This thematic core highlights and emphasises scientific aspects of (a) administrative principles of modern constitutional democracy, (b) modernization of the administration in terms of procedural, legislative and personnel aspects, and (c) international framework of the nation-state administration. The latter represents current new perspectives for the operation of public and state administration of the Republic of Slovenia and other Member States of the European Union. The works published for the first time in this book respond to the questions of general legal principles in domestic and international law, new relations between national sovereignty and the primacy of nation state competencies transferred to the European Union, not least in the light of current disputes between rights based upon national constitutional law. The book concludes the overview of selected issues that have long been the subject of professional, public and scientific interest of Professor Anton Jerovšek
, our friend and colleague.
